 New Magic Item -- Chains of Fool Pitying

Description -- The chains are impressive and when worn can only be described as enormous. They automatically change size to almost, just almost, cause severe back strain for wearer. Multiple gold rope chains and an eclectic assortment of charms and lesser chains make up the massive Chains of Fool Pitying. The charms shift every midnight causing the wearer and his associates some morning laughs. 

Effects -- The Chains of Fool Pitying allow the wearer to one time per day cast 'Fool Pitying' upon one humanoid subject as per the spell at level 15. As an added bonus the Chains allow the wearer to speak and understand the language Jibba Jabba with perfect fluency.

3rd level arcane spell, Will Save for half, Spell Resistance

Effect -- This spell fills the target with shame and confusion (foolishness) for 1d3 rounds + 1 round / 3 levels.. While affected by this spell the target can only stare at shiny objects (normally the Chains of Fool Pitying), drool, and defend himself. Complex thought and hostile actions are impossible. As a side effect the target of this spell gains the ability to speak Jibba Jabba for 1d4 weeks.
